Someone on Facebook asked about this. Following the instructions for large time signatures in the manual, it seems like the issue of tie collision is not very-well thought out. Has anyone solved this?

Thanks, but that's just parroting what's in the user manual but with slightly different settings, and doesn't address the issue of colliding with ties.

Since the "Break for SIgnatures" feature in Document Options/Ties seems to only apply to one staff, it's almost impossible to get a perfect result of breaking ties with large time signatures. The best you can do, I think, is to play around with the placement and size of the time signature and only show it on a staff with enough space above it, such as the top of an instrument group perhaps, so that it doesn't cover any other staves (where the tie wouldn't show broken). This could certainly use improvement, particularly since Finale is advertising large time signaures as a special feature.

That looks indeed like an error.
For workarounds for getting a "tie break" 8) see this thread.
