I could be wrong, but I think that you are a little incorrect about Mac Finale.

The keyboard commands in Mac Finale are (if I am not mistaken):

1) To program a tool metatool:
While holding CONTROL+OPTION, press one of the tool keyboard equivalent keys: F, G, H, J, K, L, semicolon (;), or apostrophe (').
Finale will display the Master Tool Palette dialog box where you can choose a tool for your programmed tool metatool.
NB: Tool metatools are document specific, not program specific.

2) To program a metatool “inside” a Finale tool (= you must be in the relevant tool):
While holding SHIFT, press a letter or number.
Finale will display the tool’s Selection dialog where you can choose an item your programmed metatool.
NB: Metatools are document specific, not program specific.

I could be wrong here, but I think that Windows Finale does not have 1) (= document specific tool metatools).
But you can get program specific keyboard shortcuts to Finale’s tools, both in Windows Finale and Mac Finale.

Type "Shift-X", where X is the shortcut you want to program. It is the same for Macintosh.
