When I option-click on the 1st measure of mine, I get the following:

But I am getting the same dialog for yours as well though.

Correct. Now, as you press the Next button, you'll be checking the data for each note in the measure in the active Layer. When you do the same thing with measure 2 (in my prior file called try Revised), you'll notice some differences. Once I realized what measure 1 had that measure 2 didn't, I was able to fix measure 1.

Now, how it got that way (erroneous data) I can't say. I just know how to fix it.

After unchecking the "Float Rest" checkbox I was able to insert a quarter note with no problem.

Thank so much Zuill for finding the origin of the problem.
