For your score measure numbers, do this in your measure region settings. The measure number will then still show up even if your hidden ossia staff is on the top.

There's Dorico, which I believe has no problems with ossias, but, on the other hand, it can't do cutaway scores at all. We all await top-notch professional software for engravers. Maybe by 2050.

These settings removed the measure number that mysteriously and unwantedly appeared above the organ staff in each system of the score, but the top-most visible staff in each system still lacks a measure number. (It only appears on the hidden, mini 'ossia' staff, when un-hidden.)

After FAR too much effort just trying to fix the score, I realized that the effort was going to balloon beyond imagination in the 8 parts (all needing ossia measures). I went back to actual ossia measures, manually tweaking their note spacing, placing slurs on the main measure that I then dragged up to the ossia measure and painstakingly manually adjusted to look like they are properly auto-generated, all while fantasizing about a fully functional, bug-free engraving application.

I tried the "top staff" setting and it worked for me when the staff was hidden--number appeared on the next staff.
