How to freeze properties of a measure?

Hi to all!
I'm a drummer/educator and writing some drum educational books with marches, exercises and drum rudiments. We, drummers have flams and drags which are simply a grace note placed before primary note or two grace notes before primary note. Finale places the primary note so close to the left bar so I have to use "Extra space at the beginning" feature in the measure properties window. However, when I insert an extra system somewhere before the properties of the measure I worked on change to default.
The question is this - how would I "freeze" properties of my measures to ensure that extra space stays the same?
The systems are locked but to no avail.
Any input is appreciated.

Turn Automatic Music Spacing OFF in Preferences.

And try to work front-to-back.

Ordinarily, "space at beginning of measure" is locked into the properties. However, inserting measures or systems might trigger a particularly nasty bug.

Try this–go to Preferences > View and make sure "Show Actual Measure Numbers" is checked, not "Defined Measure Numbers".

Preferences is called Program Options in Finale 2011?

P.S. How to preserve time signature in a situations described above?

None of that should affect a time signature. Can you give us more detail?

When I insert a measure or a system, time signatures in next measures change sometimes. It's not a big deal to change it back but still. Since I use Finale for an exercise book for drummers I use different time signatures pretty often.
