In Speedy :
Place the cursor on the first quarter note
4 (changes the first note to an 8th note)
Shift 4 (inserts an 8th note rest)
Move the cursor to the second quarter note and repeat the sequence :
4
Shift 4
Move the cursor to the third quarter note and repeat the sequence :
4
Shift 4

If there is an unwanted beam, place the cursor on the last note and type /

P.S.: this can also achieved with the TGTools plug-in Modify Rests -> Split Notes -> Divide note values in half by inserting rests. (Verify the options in that window).
Then unbeam if needed.

In Simple Entry, select the eighth note value. Hold the big eighth note cursor over each quarter note and click–the values are changed to eighths. Select the eighth rest and click in between the eighths to add the rests.
