Finale not remembering last directory

I don't use Windows 10, but from past memory, I remember an issue with Finale's custom install regarding something like this. As I recall, when you create your own unique folder for Finale files, instead of the default setup Finale creates automatically, then the behavior is as it should be. However, I'm not sure that's what you're having an issue with, so I can't say this will be of any help.

I've noticed that it seems to retain the last folder that was accessed; but when I try to save something as a template, for instance, it should go to Finale's default templates folder location, but instead opens the most recent folder that Finale accessed. As a result I've had to keep a shortcut on the desktop so I don't have to navigate through the Windows: AppData/roaming...etc hierarchy.

I've never left that blank, so I guess I am not really sure about what's happening or what you want.

With it not blank, the "Open" command brings up whatever folder is listed there every time, regardless of where you opened something last. With it blank, it will bring up the last folder you visited, which is what I want (undocumented, as far as I know). As I said, I posted this by mistake--it occured to me to try that as I was starting the thread, and I didn't mean to submit it.
