JW Pattern broken on Windows 10, or with JW Pattern 1.11?

I've been using JW Pattern successfully on Windows 7 to number empty measures after a multimeasure rests, for example
But on Windows 10 (still with 32-bit Finale), the option "Show on every [x] element, starting at [y]" doesn't seem to work.
As you see, it numbered the first measure (and indeed 2 and 3 as well, which are hidden by the multimeasure rest).
I'm curious if anyone has experienced similar. I upgraded JW Pattern to 1.11 as well when I went to Windows 10, so that may be it. I will experiment with reverting to 1.10 and see if that's it.
