Is it possible to create chord charts in Finale.

Yes.

Find a chord chart on the internet that's set up the way you like, attach a screenshot, and you might get some tips.

Everytime I try to add a file it is rejected because it is too large...IT IS JUST A SIMPLE PHOTO. I don’t understand.

Open the photo in Preview. Go to the File Menu and select "Export…". Select JPG; that's a smaller file size-you can use the slider to make the quality even less which will reduce the file size even more. That will be good enough for your purposes.
