In the attached file (the tempo should be dotted quarter = 108)
it starts playing at the correct tempo but at measure 2 it slows down abruptly.
I'm not sure where or how to set the metronome correctly so that the
whole piece plays back at correct tempo. I set the playback controls to 108.

The thing that says dotted quarter = 108 is an expression attached to the second measure, and set to play undotted quarter = 108. "Allegro non troppo" is a separate text block without any playback effect. So you're getting dotted quarter = 108 in the first measure by virtual of the playback control, but then undotted quarter = 108 takes over in the second measure and slows down.

Delete both of them and add a single expression from the Tempo Marks category. You can duplicate "Adagio d = 40" and edit it to say "Allegro non troppo d. = 108". Select each part and replace it rather then deleting the whole thing. Change the quarter to a dotted quarter by using "insert note." In the Playback tab, check "match playback to metronome marking text." Then you don't need to set the tempo in the playback controls at all.
