Would anyone knows who to join the stems as in the picture and create the "Z with a straight line" symbol in Finale? Thanks in advance.

The Z-symbol can be found from Bravura (or its Finale-variants), free font Toccata and fonts from certain other engraving program. Or you can make you own in Shape Designer.
For those two adjacent notes I'd use tuplet tool - 2 quarters in space of one (and hide bracket&number). Then create a shape (or use lines from smart shapes if just one or two occurences...)

I do not know the traditions for Harp Half Pedal Notation.

Is this layout acceptable?

It takes less horizontal space than the “splayed stem” layout.

In his book Harp Scoring, Stanley Chaloupka uses the same notation as above. I would avoid the notation with the stalk stems. Too much unneeded information.
