So, it's obvious how to resize vector images in Finale BUT how can you pivot them?
Every adjustment leaves the image more or less on the same plane and just changes dimensions but what about it's angle?

You have to pivot them in the program that made them, such as Illustrator. Or, convert the Finale page to Postscript and open in Illustrator to edit on the page.

What kind of "vector graphics" are you working with? Maybe there are fonts available of certain symbols that could be rotated within Finale. There are ways to rotate text.

I'm drawing my own graphic shapes and then importing them. That's really unfortunate Finale only allows them to be stretched but not angled. Rather short sighted by them as in my case I can't know for sure what the exact angle is until I'm on the staff. If they could just pivot then I'd be set. I could do it in Illustrator which is where I most likely will have to do the final version I suppose. I could get them in Finale as rough placeholders I suppose.

In music notation all staff-lines are strictly horizontal, never slanted.
And all barlines, stems, accidentals, &c. are strictly vertical, never slanted.

From your description it sounds like the program you use for drawing your “own graphic shapes”, does not have a “grid lines” feature - with horizontal and vertical grid lines.

Are you familiar with the program called PixelStick?

I'm aware that these things are horizontal and vertical yet Finale allows for hairpins to be angled, it allows for smart lines to be pivoted etc. We're talking about working with the graphics tool, its reasonable to assume that a placed vector graphic be permitted to be pivoted for maximum flexibility. After all Finale promotes that any score is possible on their website and presents a circular score as evidence of this. I find this an odd thing to restrict.

I've never heard of Pixelstick, no. Would this be a solution?

PixelStick can give you a grid line in any program.
It can give you vertical and horizontal lines, but also slanted lines at any angle.
Similar to Finale’s Message Bar it displays the actual angle.
If you e. g. need a line at precisely 60°, then you can adjust the slope until PixelStick displays 60°.
