While in the Staff Tool, select a measure or measures on the staff in the system you want. Then, from the drop-down menu for the Staff Tool, select Hide Empty Staves.

Did you do what I suggested at the beginning of the thread? Control-click that box? It should give you an option to un-hide it so you can Ctl-click again to delete it. Does that help?

It's hard to say exactly what he or she wants, but I think it's to hide, not unhide. Ctrl-click on the to-hide staff's handle on Windows selects the staff for that system, but doesn't show the menu. Right-click, as I said. Make sure the cursor is right over the handle.
