There is something really weird happening with the tempo marks on the attached file.
I have copy/pasted portions from a larger work. At #6 (measure 4) you see it says dotted half = 66.
However I had corrected this to read half = 66 (not dotted half). When I opened the file it shows the mistake. At #10 ("pensivo") it correctly reads as dotted half = 66. However, it sometimes shows as half = 66. When I correct the mistakes it shows correctly. Then when I open the file one of these shows incorrectly. Is there something in this file that is causing this problem? There might be a problem in the larger work, I don't know.

The file you attached originated in 2001 and was started with Finale 2000. That likely is the reason for the buggy behavior. Old files carry obsolete information with them when opened in later Finale versions, according to Make Music. Since it's only a piano grand staff, make a brand new file using your current Finale 2011 and try copying into that. Of course, if the file you're copying from is an oldie, that might be problematic as well.

You might have to copy in what you want, then proof the result and correct it manually.

That's interesting. The work was originally composed in 2001. But the computer file (Finale) was lost, so I re-worked it, starting from scratch, from what I thought was Finale 2011. Your observation is astute. However, I am really puzzled because the file info says "Finale 2011." How could the file be from 2001 if it says 2011?

This is the File Info from the file you attached to this post. The fact that it was reworked in Finale 2011 doesn't mean anything - the file originated in Finale 2000. Try as I suggested - make a new file in Finale 2011 and try copying into that.

I'd like to try what you suggest but I'm still not understanding. I thought the test file I attached
is from Finale 2011. I always start a piece from a Finale 2011 Autoload, including the test file I attached. So how do I start from Finale 2011 if you say it's actually a 2001 file?

Use the Setup Wizard to create a file with the Piano Grand Staff. Look at the File Info - what versions and dates do you see?

I looked again, sorry. It does say Finale 2011b.r2 on the new copy of the piece that I just made. I am working on re-entering the tempo marks, not just editing them...it appears to be working. Many thanks.
