Then the route is:
1) Fill all empty measures with a dotted half rest
2) Utilities > Change Note durations > Change all note durations to 50%, check the option rebar music
3) Time signature tool > Change time to 2 dotted quarters = 6/8
from 3/4 to 6/8 simplest way
