Cross staff seems just to replace the notes in the other staff

I've always been able to use cross staff to put notes from one staff into another and keep the notes in the other staff, but all of a sudden, it just replaces the other notes with rests. I'll attach a sample of what happens when I try it. I have Finale 25X on High Sierra.

I think I was trying to use the note mover tool. It looked like the cross staff tool from my former Finale (2009) I got it to work now by highlighting the note and pressing option and the arrow. Thanks.

It's me again. According to the instructions, I should have been able to do it with the note mover tool, which is much less cumbersome than highlighting the notes but when I try that, I get what was on the third measure of my sample. That is, all the notes are replaced by the one I clicked on to cross the staff.

Switch to the Note Mover Tool, and take a look in the Note Mover menu.
What menu item is selected in the Note Mover menu?
