I am trying to set up a naked SATB score for choral music, and even though I'm choosing naked SATB, it creates an SABB document. Solutions?

I'll be honest, I don't fully understand what you mean by "naked SATB score," but that's probably because I don't do much with choral music.
With that said, you can edit the document once it's created even though you're getting SABB.
1. Go to Window > Score Manager (CTRL K)
2. Click on the instrument list tab
3. On the right, click where it says Bass Voice for the staff you want to change
4. It will present you with a menu to change the instrument. Select Tenor Voice.
There you go, it should be fixed. Sorry if I misunderstood your question, though.

You're likely doing something wrong. Using the set-up wizard, both the built-in "SATB+piano" (maybe the piano makes it non-naked?) and creating a custom ensemble and selecting the four voices do the right thing

The only other think I can think of is, if you're using the template "Choir Templates/SATB (2-Staff) plus Piano," then indeed the tenor shares a bass clef with the bass. This is normal and tenors are used to reading bass clef when required.

My choir recently had a score that was written as mixed staves SA/TB and S/A/T/B, with the tenor clef. So they had to keep mentally switching between the two.
You could also open the SATB with piano template, go to Score Manager and delete the piano staff, and save that as a new template.
