My margins are terribly discombobulated in the attached page. How do I drag them
to the right?

Use the Page Layout tool and drag the margins, or set the margins.

From the Page Layout tool menu, pick Redefine Pages.
You've got the systems locked, which results in giant measures. You may or may not want to address that.
