What I'd like to do here is probably more easily drawn by hand,
but in the attached file I made this clumsy attempt to tie all the notes
in m.1 to the chord in m.2. Is there a way to make a set of four
ties on the barline itself without attaching them to any notes,
giving the visual suggestion of tying the notes in m.1 to m.2?

create shape expressions (the same one, but with different vertical placement options), and placed so they sit on the right barline?
it might be a pain to get the right result at first, but once done it would be easy.
however, playback will not be correct.

Thanks. Right, I'm not interested in playback, I only use finale for printing.
Yes that is the desired result - one sees this in Debussy, etc.

are you looking for something like A or something like B, or something completely different?

B is certainly better than A, but what I would like is - if you look at the 3 smaller ties going over the barline, to create 4 ties of the same smaller size. In other words, omitting the small ties coming out of the notes, but just having 4 smaller ties sitting on the barline. See photo below.

This is good, very good, but if I may - it might give the impression that the
Bb and F are to be played by the right hand. Of course,
performers can decide for themselves, but I would like the notes
before the chord to be played by the left hand, leaving the RH free
to play the 16th notes.

I found something about this called "let ring" but problem is
exactly how to apply it. The Finale explanations are - to my simple mind -
hard to follow. Are you able to walk me through it, assuming
I have already input the basic notes. Also, the tie example you placed
inline yesterday - although it looks great - won't translate correctly
when I copy paste it into my score.

I'm not sure what you found, but let's forget about that. Look at the .MUS file I gave you. In particular, look at the Positioning tab in the definition of those two expressions (in the Miscellaneous category).
If you copy that first measure from my document to yours, those expressions will go along with it. You can then delete the notes and the expressions will remain. To apply, double-click with on the measure to the left of where you want to place them and pick them from the menu. After applying each one, use the arrow keys to move them up or down to where you want them.

See attachment. (My piece is in 3/4) I have tried to copy paste your example and it just won't do it with ties. See my pasted attempt following your example. The 3 items you mention I'm just not understanding, particularly the Positioning tab. I would probably know how to do it, but the terminologies are baffling me. Certainly that's my fault.

The copy from my file to yours added the two tie expressions to your file's repertoire of expressions. The picture from below shows them in your file. You now need to apply them to your own music one at a time by double-clicking in the Expression tool, just as you would any other expression. Adjust each one vertically with up- or down-arrow.
Forget about the positioning tab, etc. Just use these.

Thank you - you did it! I was able to apply little slurs over the barline using
expression tool. See attached. I need to tweak it a bit but essentially that is
the desired solution. Many thanks for hanging in there with me.

Since you are not concerned about playback, use of the Slur Tool for a truncated tie is an option, which lets you control the length of the artificial tie on the fly. But this option may be too time-consuming if the score has many instances where the option is applied. I often use L.V. if writing exactly what is played appears too busy. Moreover, if the instrument lends itself to sustaining certain notes, like arpeggios on guitar, counting on the intelligence of the performer to sustain the notes, I think, is practical.

I understand that you added files to my test example, but I still can't figure out how to do it myself. I have attached the expression designer. But I don't see where to access the particular shape from that window. See attachment. Am I in the wrong window?
