I am re-posting my earlier question which may have caused confusion. See attached
file. For clarity, I have put vertical arrows to indicate the spaces that I am
referring to. I want to reduce those spaces between systems uniformly across
the entire composition. How do I do it, without dragging each system individually?

There are a couple of ways to do this. As I wrote before, one is to use the Staff Tool, double-click-drag the top selection box. That will move all the top staves throughout the piece.
