Your attached screen shot shows that you are in the Speedy Entry Tool.
Have you tried switching back to the Selection Tool?

Being in Speedy should not hide Plugins. Recreating preferences might be the only solution, short of a reboot.

Another thing to check. Look in your Preferences under Folders. Make sure the slot for plug-ins is pointing to the correct folder. If not, that might be the problem.

Thanks to everybody for the kind suggestions. I discovered the issue when attempting to use Jari's Meter and Rhythm plug-in.
I did try switching between tools, closing Finale, even rebooting my PC. Adding a path to all subfolders with virtual instruments in "Manage VST Plug-in Directories" did not restore the menu; viz:
C:\ProgramData\MakeMusic\Finale 26\VST Support
C:\VST Plug-ins
C:\Program Files\MakeMusic\Finale\26\Plug-ins
C:\Users\Gerard\AppData\Roaming\MakeMusic\Finale 26\VST Support
But, as Zuill noted, re-directing Finale to the following location in "Preferences" (and saving Preferences) restored the menu item in the GUI.
C:\Program Files\MakeMusic\Finale\26\Plug-ins
I find it a bit confusing that at least five locations exist with plugins (DLL, VST, VST3, FXT, Garritan, ARIA), some accessible through Score Manager, others through the text menu, still others through the resident programs.

Text menu?
"Plug-in" is a rather generic term for an add-on. Looks like there are plug-ins for VST audio and there are plug-ins for Finale. Web browsers have plug-ins, as does Audacity, etc. If you're confused by it all, best not to change anything or you can get into trouble as you've seen.
