Limiting the number of systems per page

I am trying to set up a two system limit on each page. At present, my score only covers 1/2 the page and I want it to properly fill each page in a well ordered symmetrical fashion. I have attached the file below.

You have an excess of space between the top 2 staves. Maybe you'll be adding more verses, so you need that. You also have the page percentage increased to 130%. That's also part of the reason. Try reducing that to the point 2 systems will fit.
