This is in Brahms Rhapsody in B minor. It’s in 4/4, as you can see in the first measure. How to count the next measure, with 21, 32nd notes? Is it 10 in the space of 16, and 11 in the space of 16?

That's one way. You could do 10 32nds in place of 1 half note, then 11 32nds in place of 1 half note. Either way should work.

I believe the arrangement requires the use of vice-grips on the tenor and baritone voices.
