Try clearing the staff style from theses staves.

I've cleared staff styles, I've cleared everything from the empty measures in case there was something I wasn't aware of. Still nothing.
From 290 on, it's fine.

I selected "all" then "hide empty staves" and it worked on the whole document.
you can't hide "from 263" since that's halfway through a system. you'd have to start hiding at 261.

User of Finale since version 3.0 on Windows.

OK, the bug is happening somewhere in the process of resizing the pages. The template document is set to 40%. Motet, I've been able to merge / implode staves fine with the document you sent me. But if I try to resize the entire document, or even just one page, the following page, still at 40%, won't permit staves to be hidden.

Page one obviously needs some staff resizing, but see page 2: no matter what I do, it will not let me hide those empty staves. And this only happened once I tried to resize the pages.

Happens for me, too.
I'd think you want to hide before resizing, since how many staves there are influences what kind of resizing you need. If you look at a professionally printed score, you'll see different sizes from page to page.

That's what I'm doing: imploding staves, then trying to hide the empty ones, and resizing based on the remaining staves.
It must be something with this document. The last project I did, also in 2014.5, did not have this issue.

Well, since you'r all likely to lose sleep over this, I figured it out (or something):
I removed the huge number of unused percussion instruments (from the preceding document). Then applied broad music spacing to the entire document, cleared Manual Positioning, respaced, and boomed: everything hides that should. Go figure.

Argh: not only is it still doing it, but it's now reordering my staves when I try to hide. Even when I unhide all staves, the order is all over the place.

There have been reports before of troubles caused by reusing old scores. You might try going the Export/Import XML route. You'll have some cleanup to do, but maybe it will clear up some of these mysteries.
