There's a plug-in called "Voice 2 to Layer...", which lets you assign it to a Layer.
I believe that Voices were the original function for polyphonic lines on one staff, and then obviously instead of expanding the concept, they introduced an entirely separate feature, while still keeping the old one.

Both features have advantages.
With Voice 1 / Voice 2 in each of the four layers you can have 8 lines in the same staff.
“Voice 1 / Voice 2” is particularly useful in keyboard notation; you can use it on a single beat only, and you can tie between Voices of the same layer.

Hi Peter - My guess would have been that somehow certain articulations have been assigned the wrong font (engraver l.v. noteheads.) The "quarter notehead with under-tie spaced for dot" occupies the slot in engraver, that in maestro (etc...) is used for an accented tenuto.
