Why? Doesn't a right-click bring up the hand for you? (just temporarily for the move) What would be a problem, though (if you care), is that when moving things with the hand you are moving the whole screen and your measure numbers on the bottom scroll bar will not reflect where you are.

I forgot about right-click since I never use it, but perhaps it's worth getting in the habit. When I'm entering music, I have every measure numbered in the music (I turn that off when I'm done) so the measure number at the bottom is not very useful except for jumping to a particular measure.

I find the right-click feature extremely useful and use it all the time for many things that are instantly available from the drop-down menu - measure attributes, setting filters for copying or deleting, staff styles, time signatures, transpositions, barlines, etc. etc.

Actually, no need to do a tool switch.
There is a keyboard shortcut to the Hand Grabber Tool.

Windows Finale: Press the right mouse button while dragging.

Mac Finale: Hold down Option-Command while dragging.

When you release, you are back in the tool you came from.

Also, in {Mac OS with track pad} you can scroll with two fingers.

The trouble with the Hand is you need to do a tool switch.
The good thing is, you don't have to remember a multi-key input! And, the same tool can go one measure or many measures.
