It is actually pretty simple, but a little labor intensive... (Jari's JW Change plugin makes it really fast...)
fill the duration w/ 32nds
connect the beams across any beat divisions
select all but the first note and change noteheads (in special tools) to blank
select all but the first 4 notes and set stem length to 0 (special tools)
select the beam extension tool (you guessed it... special tools) and having selected only the 16th/32nd beams, drag them back towards the start...
And you get...
(But it should still playback as repeated 32nds...)
