On the attached file I tried to remove the broken chord sign in front of the 1st note in meas. 1, but it keeps re-appearing. I'm using the articulation tool - what am I doing wrong?

I just tried deleting it, and it didn't reappear. So, I can't offer any word of advice.

For these shapes, there are 2 handles when in the Articulation tool. Select the top one (the one on the shape) to delete the articulation, or use the Selection tool to select the articulation and delete it.
(the bottom handle is used to expand the line)

I think michelp nailed it. If you select the bottom handle and press delete, the symbol disappears from the display, but reappears when you redraw. A bug.
