This seems new....I changed a key signature from straight 6/8 to "3/4 but display as 6/8" and it looks perfect on Finale, but the PDF is a mess of black. Thanks for any help with this; I'm sure it's simple.

Normally there is no need to extract parts anymore, since the linked parts can be used instead, but I am sure you have a good reason for extracting parts.
In the Finale document, did you examine the score, or did you examine the linked part?
Even if the score looks perfect, the linked part may look messy.
When extracting a part, Finale uses the linked part.
You should probably examine and edit the linked part.

Hi, thanks for responding. When a pieces completed and I want to print out the individual parts, I just thought I went to extract parts and did it that way.

Extracting parts is the old way to manage parts, and is still occasionally preferred in some situations. But as Peter wrote, Linked Parts is the way to go. Check it out in the manual.

Today we - instead - use
File menu > Print…
You get to the dialog box Print where you can choose, what to print, score or linked parts.
To examine and edit a linked part:
Document menu > Edit Part > …

I went there but there is no such option. Ed it..... Preferences..... Edit..... No such option. Maybe I'm in the wrong place somehow?
Also, I notice that when I use text box to put an instruction in a certain place, it floats around when the part is printed. So I have an instruction "in tempo" in a specific place, but it doesn't stay there. How do I correct this?

Windows 10 PC, Finale v.26.3. What I've done so far is just go to File-->Export-->.PDF.......is that wrong? I just want people (mostly who don't have Finale) to be able to look over parts easily.

1) Are you looking at the score, or at the linked part?
2) Is the text block page attached, or measure/staff attached?
If you attach a text block from Page View, it will by default be page attached.
If you attach a text block from Scroll View, it will by default be measure/staff attached.
3) One thing more comes to mind:
Document Options - Multimeasure Rests
At this stage in the process you should de-select the option Update Automatically so that it does not remove your layout work.
Update Automatically is for the initial phase when you enter the music from Scroll View.

"Automatic Update Layout" is there. Look again, but if you've never heard of it, it's probably turned on.
Export->PDF has problems, including what you describe of things being in the wrong place. Consider installing https://www.cutepdf.com/index.htm. Some people have luck creating PDFs from Finale's Graphics tool; maybe try that first.
"In tempo" should probably be created as an expression in the Tempo Marks or Tempo Alterations category rather than as a text block.
