Mouse Cursor flickering while using text tool

Hello everyone,
There is an issue that's been driving me crazy for years now, so I thought I'd ask about this.
Whenever I use the text tool, my cursor starts blinking/flickering uncontrolledly and really fast and be like really lagging when I try to move it with the mouse, for example in order to select a word in the text box or move it up to the toolbar. Any motion with the mouse takes approx. 5 times as much time. The weird mouse behavior ends whenever I'm not in text-entering mode any more.
This is a problem I have encountered also in reaper, but in finale it occurs exclusively in Text Tool. Does anyone have an idea how to avert this? Scroll and page view don't seem to make a difference.
