System margins: lower is way bigger than I set it

In the attached file, I have the lower system margin for all systems throughout the piece set to .4", but it is obviously much bigger than that. What am I missing here?

"Redefine pages" clears the problem up, but it's a mystery to me why editing the margins from the Page Layout tool, either manually or with the dialog, doesn't work. Somehow the "bottom" of the system is below the bottom staff.

Thanks! That worked, though it was irritating to have to redo all of the stuff I'd already done in Page Layout. But it wasn't too bad!
