measure dots to adjust the horizontal position of notes

I'm using Finale 25.5 and generally when a measure is selected, appear two dots in the upper right corner of the measure, one above to adjust the horizontal size of the measure, and other dot below the first for adjustment of the notes position.
My problem is that sometimes when I select a measure, only the upper dot appears and I have no way to adjust these positions.
How can I solve this problem? Why in some lines this second dot disappears?

If the Measure has Time Signature Spacing, then only one box appears. If the measure has Beat Chart Spacing, then the second box appears.

You can enable the “second measure handle” yourself, “manually”, via the Measure Attributes:
