Hi. I am trying to write 9 32nd notes in the space of 8. I put in the first 32nd note, go to the tuplet tool, put in that I want 9 32nd notes in the space of 8, go to put in the 9 notes and it won't let me add the 9th one even though the bracket says 9. When I leave the bar, there is an odd rest at the end which apparently doesn't add up to a 32nd note. Am I doing something wrong? It works fine when I did a grouping of 7 32nd notes in the space of 8 in the next bar.

Turn off Check for Extra Notes. (I never do, but many forum members suggest it.) When you’ve finished entering the notes, just arrow forward to the extra rest, and delete. Finale has trouble with complex (almost anything beyond 4 or 5) tuplets, and often leaves that oddball rest. Note that I did it on the last beat, which is where most people run into a problem.

Here's a link to a tutorial I wrote on tuplets: https://www.dropbox.com/s/5dg0bv5y9zdp2 ... y.pdf?dl=0

Welcome to the forum!

Finale offers many ways to enter a tuplet.

To reproduce your problem accurately we need more info from you.
What tuplet entry method are you using? What are your steps?

Have you tried the other tuplet methods?

Is your tuplet positioned at the end of a measure (= just before a barline)?

Is the option{Check for Extra Notes} selected or de-selected?

After entering the first 32nd note, instead of going to the Tuplet tool, press Alt+9 to specify your tuplet. Press OK; it will create a bunch of rests. Don't delete them, but rather enter the remaining notes on top of them--the rests will disappear as you do this.

I suggest reading up on Simple Entry tuplets in the manual and reading Mike's tutorial. Switching to the Tuplet tool is never necessary except for nested tuplets, and will in fact slow you down in addition to the problem you're experiencing.
