Independent Time Sig Question

I am trying to create two staves in a system that share a time sig (4/4) but display a different number of measures per system. For example:
In a system:
Staff 1 - 5 measures of 4/4
Staff 2 - 4 measures of 4/4
Is this possible?

Ha! Was trying to avoid too much trickery, but I can dig in the weeds a bit...how'd you go about doing this?

Top Staff: 20/4 to look as 4/4, then Expression barlines. Staff 2, with Independent TS checked, 16/4 to look as 4/4 with Expression barlines.

To make it really look good you really want more space to the right of the expression barline than to the left. I've experimented in the past by making the barline an articulation and setting the music spacing option to avoid collision of articulations. Unfortunately, Finale tries to maintain vertical alignment, so the notes are not evenly spaced. I guess to really do it you'd have to superimpose two systems on each other.
