I've attached a file but I don't know if it will reproduce the problem.
Here's what happens: In meas.2, I want to change the Gb to F#,
so using Speedy entry I click on or around the note stem, and before I select Opt.9,
there appears (for a split second) a box around the measure in the left hand.
This happens for several attempts. After I click elsewhere randomly it finally
allows me to make the enharmonic change with Opt.9. Any explanation for this?

If I'm following you, it doesn't happen for me. But make sure you're clicking on the staff above the note. In fact, if Speedy is not already active in that measure, anywhere you click (on the staff, always) will take you to the first note.

N.B. : 9 without the option key works (numeric keypad in Speedy) on a single note.
The addition of the option key (with the cursor on the first note of the measure) is supposed to change enharmonies in the whole measure.
This doesn't seem to work (Mac Catalina, Finale 26).

I tested that, you are right, it works for the notes of the same pitch, and only if the cursor is positioned on the notehead of the first note (not its stem or any other vertical position). The table of keyboard shortcuts (in the manual) mentions pitch, not pitches, one has to read carefully.
