I'm trying to recreate the attached in Finale, and I'm having trouble adding the "D" quarter note, which is on the 6th string because it is drop tuning in the attached version. Is this possible in Finale?

Welcome to the forum!

My guess is that the notehead character is not a “D”, but rather a fret number: 0 (zero)

Basically the problem - and its solution - is the same in both the standard staff and the TAB staff:
Use layers.
Enter the upper line in Layer 1, enter the lower line (= the quarter notes) in Layer 2.

You can enter the music in the standard staff above, and then copy the music to the TAB staff below.

To make this work the TAB staff must be set up for the drop tuning.
