Measure number foolishness

So...new to the forum and to Finale.
I'm trying to add measure numbers at the top of my orchestral score and at each section besides just the bottom because I'm working with a small screen the moment.
When I add them they don't line up in the spaces between sections but IN the measures (and I really don't want to have to click and drag each number up into the clear. If I just try to add them at the top they're spaced within the top section. Dragging the placement moves both the top and bottom numbers so I have to compromise...too close to the bottom or top systems.
Has anyone else had this problem and/or a suggestion for fixing this?

In the measure number regions dialog you can control where the numbers appear. Each staff has attributes which control whether the number is shown on that staff or not.
