Unable to hide a cautionary key signature

I am working on a document wherein I have hidden the cautionary key signature in several places. However, at the end of one staff, Finale will not let me hide the signature.
I am unable to upload the document because of the file size limitation. If I delete the preceding pages to reduce the file size, I am again able to hide the signature. So if the staff system is on page 1, the problem disappears; but if on page 6, the issue remains. Below are the settings that normally work. Any ideas what I might try?

If I understand you correctly, your document is a 1-staff document - right?
On page 1 you can hide a cautionary key signature at the end of a system - right?
But on page 6 you can not hide a cautionary key signature at the end of a system - right?
Indeed seeing the actual Finale .musx document would help.
To reduce the file size you may not have to delete pages/measures.
Instead,
- clear all entries (we only need to see the empty measures)
- delete all items in Selection dialogs, such as Expression Selection, Articulation Selection, Shape Selection &c.

Just a thought: Have you tried the Display actual measure numbers (in Preferences > View)?
Finale sometimes gets confused and places changes in the wrong measure if this option isn't selected.

Thanks. I was able to reduce the file size by deleting all unused expressions, lines, articulations and shapes. Finale nicely prompted me to confirm whenever an item was used in the score.
The doc is single staff. I can hide cautionary signatures on all pages except the one after measure #91, first staff on page 6. I did not need to clear any notation. The document is attached.
I selected "Display actual measure numbers" in Preferences. Yes, I notice that the measures are incorrectly numbered: measure 3 should be numbered as 4.

Zuill, I think the settings in Preferences are not document specific; so my guess is that you have "Display the actual measure number" selected, which I see does allow you to hide a stubborn cautionary signature.
I noticed that in my document, all the measures are included in the numbering. But measure 4 still shows as number 3. Finale somehow decided to start counting measures from number 2. But I was able to correct that anomaly by forcing Finale to start the count from first measure.

Your Measure Number Region starts at bar 2.
