How can I get Finale 25 to account for lyrics when spacing lines? See image as example:

I "don't have access" to see your example image. However, Finale has no automatic vertical spacing or collision avoidance.
For lyrics crashing into low-hanging notes, you'll have to manually adjust each lyric baseline on each system as required.
For lyrics colliding with items on the staff below, use the Space Systems plug-in and the Page Layout > Space Systems Evenly command to space your staves wide enough so that items on adjacent staves aren't so near each other.
You could try using the Vertical Collision Adjustment plug-in, though choosing parameters that achieve an acceptable result is a bit like picking lottery numbers.
Or you can purchase the Perfect Layout plug-in, which does a lot of the manual work for you, fixing the many flaws and deficiencies in Finale's default results.
