Trouble Installing JW Plugins in F27 (Windows)

I am trying to install the JW plug-ins in Finale 27 on Windows. I found the plug-ins directory in File->Preferences. I created a directory, "JW Plug-ins" and moved the 64-bit JW plug-in files there. When I start up Finale, it is not "seeing" the directory. I tried installing the JW plug-ins in the root main plug-ins directory, and that doesn't work either.
Any ideas?
