Superimposing rests in polyphonic notation

I notice that in polyphonic notation, Finale sometimes automatically superimposes one rest over another when the two are vertically aligned. At other times, one rest is placed above another, even when they are perfectly aligned. Is there a setting to govern which of these two options is the default?

Not globally. It's in Document Options > Layers > Consolidate Rests Across Layers

Set the option in your default docs or templates.
