Is it possible to have the following Document Options applicable to a range of measures as opposed to the default behavior of having them applied to the entire document?

Document Options are, as you said, applied to te whole document.
Set them for the situation that is the majority in your score.

Then, apply modifications manually (/ key and Special Tools). You could also take a look at the JW Change Plug-in -> Beams.

Jari's JW Change plugin is very helpful to change several parameters (rests/beams/etc.) at once across selected measures.

When I looked into this a while back wanting to extend secondary beams over rests so I could have beamed sixteenths with interspersed rests, and discovering that this did bad things to eighth+sixteenth rest+sixteenth note figures, I concluded there was no way to have "extend secondary beams over rests" for selected places only.

You could use the Beam Extension Tool and do each one manually. Depending on how complex your music is you may have to superimpose a couple of layers (using the tool in different places in each layer) to get the right look but it is possible. There also seems to be a bug in Finale 26 that limits copying Beam alterations in my quick test.
It may be somewhat tedious, but it is possible.

If some patterns are repeated (full measures), modify one manually. You could try the JW Rhythm Copy and JW Pattern (Copy) plug-ins to obtain a similar beaming in the destination. Normally, the beaming will be copied identically. But manual modifications to the beaming done with the Special Tools will apparently not transfer.
