Whole measure rest in all layers?

Is this possible? In a 3/4 time signature I have to use a dotted halve rest in layers 1 and 2. I prefer a whole rest.

Turn off the Simple Entry option "Check for extra notes."

In the Staff Attributes, if you check the box "Display Rests in Empty Measures", you'll get what you want. And the default whole note rest will be visible in all layers.
You can also enter whole note rests manually and accept them with the "Leave measure alone".
