Do you mean moving from one measure to another, or one staff to another, or just self-nudging?

Are your rehearsal marks letters or numbers, and if they are numbers, are they measure numbers?
Do you have an idea of what you do that causes the shift? Or is it random?

If you manually dragged them around when you first applied them, you may have attached them to the wrong measure, though it looks right. Then when things are respaced or reflowed, the mark would move with the measure it's actually attached to. Perhaps change the category placement so it looks how you want without manual adjustment, then apply them with a metatool.
I’m using numbers that are not associated with measure numbers. I make sure that they are assigned to the correct measure. They just move without any reason. Very strange and frustrating. What is category placement and meta tool?

I'm not sure why they're moving. If you can post a file exhibiting the problem, someone can help. Without that, we can only guess.
Document/Category Designer/Rehearsal Marks is where you specify their default placement. I have them centered over the barline, but there are other styles. I assign the mark to a metatool (look it up--programmable keyboard shortcut and big time-saver), then just click while holding down the key.

If they're changing measures or numbers, perhaps one of them is getting accidentally deleted. With the auto-number (default) setting, if you delete one, the numbers of the subsequent marks will change.

When things go moving around between measures, it might be a good idea to go to Preferences > View, and check if Display actual measure numbers is checked. That often solves mysterious things like this.
