How do I recover it?

I didn't know it could be turned off. Restart Finale. If that doesn't work, reboot. If that doesn't work try pressing the Alt key and see if the menus come back. If that doesn't work, try resetting your preferences:

I think this may be controlled in the Windows registry, in which case reinstalling might be the only way to fix that.
