In the attached file I'm trying to position the accent just under the first
grace note, but it jumps down too far away. How do I make it follow
my manual drag? Thanks.

The accent has the "always place outside staff" attribute checked. Rather than unchecking it, I would make a duplicate and uncheck that, and use it only on grace notes.
