Hi,

Hairpins are snapping to beats or notes, the problem is that I'm not being able to control this, in the past I didn't have problems with this. The second image is after I updated layout.

This problem usually happens in staves with Independent Time Signature.

Are there any staves with Independent Time Signature?

There's one staff where in "independent elements" I unchecked "show time signatures"....

In that case, enter the hairpins in one of the other staves - without Independent Time Signature.
Then, copy the hairpins to the staff with Independent Time Signature.

Thanks but In the example I posted the hairpin is attached to a normal staff without "independent elements"...

Could you attach a (small) Finale .musx sample document with the problem?

We do not need any notes in the document; empty measures are fine - provided that the problem is present in the document, so that we can try to reproduce the problem.
