Imagine an orchestral movement. It starts with 5 measures of silence in the 1st violins, but then at the 6th measure immediately splits onto two staves because there is divisi material incoming.

In the score there's no issue, just blank measures for the 1st violins until the notes come in.

But in the parts, it starts out with two staves, as the divided material begins a couple of measures before the end of that first system.
So I have 5 measures of silence. I insert cues in the upper staff. Should I ALSO insert the same cues in the lower staff?

It looks weird to me with cues only in the upper staff.

One possibility would be to cut away the lower stave and just leave the upper one with the cues.

My opinion (no more) is that it would be OK, and probably best, to have the cue on both staves.

In my opinion the same cue in both staves would be silly, but maybe I could be talked out of it. I don't mind what you have, but if it bothers you, you could move measure 8 to the next system and start the double staves there, and the problem would disappear.

I don't know why I was having so much trouble with this system.
I ended up pushing some measures over, and then doing a bit of down-stream juggling with measures, and I was able to have my 1st system as only one staff.
User of Finale since version 3.0 on Windows.
