Repeats between 2 staves

Sometimes when I place a repeat sign between 2 or more staves, I have the problem shown in Fig. 1. How can I avoid this?

I suspect an issue with the groups. Is it possible that the upper staff is both a group by itself, and grouped with the second staff?
