Tempo marks not being followed

So....haven't done anything jazzy in a long time, now writing some horn parts. I only mention this because I haven't had any problem with the chamber music I've been doing....tempos are no issue. With this, I put in a tempo mark, either an existing one (medium, fast, etc.) or a quarter note = 180, etc, and the tempo does not change. Same tempo every time.....I put in "slow," "fast," no difference. What am I missing?

Well that was a weird one, but it worked.So thank you very much for that, I appreciate it. Very strange that has to be done though, never has before. Weird.
